It's a stupid idea, thought up by stupid football 'polititions' who like to hear their own soundbites. Why?
1) This crap about more English players means more to pick from for the national manager? Yeh woo!! we now have 20 more mediocre English players to choose from!!! That helps how? The problem is quality not quantity.
2) The English players that are currently good enough to play in the premiership will find themselves playing with/against championship level players every week rather than internationals. This lowered quality of the premiership will help the England manager how?
3) It won't be allowed in the EU as such rules are deemed unlawful. Any EU member can work in any other EU country. FIFA think they're going to change international law? Good luck.
4) The rule should it come about would indeed remove the big 4 and change it into a big 1 (Chelski) in a worst case scenario and a big 2 (Chelski + Man Utd) in a best case scenario. None of the other clubs can compete so the teams where money is no object will buy the best English players and run away with the league. Back to the good old days of Daglish at Blackburn then
. The larger the market to choose players from the more teams can get top quality players, thus the more even a league. Yes some teams will always have an advantage when it comes to choosing players but at least if you miss out on a world class star you can go buy another, or one with the potential to be one, rather than having to settle for a championship standard player.
So to sum up, this rule is unlawful, will change the league into a 1 or 2 horse race and mean we have more mediocre English players playing at a lower standard. Basically turning us into a colder version of Spain (Barca and Real) or Scotland (Celtic and Rangers) both have a higher level of national players. Are either of them considered more interesting leagues?? Have either won anything internationally?? No thought not.

Much better than putting money into grass roots football. Getting clubs to issue free, or reduced, tickets to schools in a bid to tie kids loyalty to them before they move onto the premiership clubs. Better than clubs sending out coaches to schools to train the kids after school which would not only again increase loyalty to their club but give them first dibs on any kid that shows talent. There is a million things that could be done to improve homegrown football.
Don't get me wrong I would love for the Premier league to be at it's current level with 80% of the players being English but it looks like FIFA are following in the FA's footsteps and chucking out soundbites rather than actually doing anything that improves the game.
